Where can i find the laws on nonprofit organizations in malaysia?

my friend is starting a nonprofit organization in malaysia KL for Cats and Dogs. But we are not too sure on the laws on it and where to get a licence. We will need donations but we don't want to get into trouble with the authorities. We've found a great place in the residential area far from the main road. I so need more info. Please help!
