Help with ethnocentric policy?

It's ethno, American-centric because the reality is that a large and growing percentage of latinos now live in America, legally or not, and they can't speak English. Instead of trying to make the process for these immigrants easier (because immigration is inevitable), Americans have passed racist laws and resisted this change, such has now passing legislature ensuring all laws are only in English to slow the country's change (which will happen no matter what).
